Government to issue property certificate to owners
Read this article about the project of updating the records of the land ownerships with surveying and mapping etc. by the Government of Karnataka. The Government will issue a title document to the owner on payment of a fee according to the size of the property. The document will contain details of property, ownership, security, burden and cadastral. Read on to know the details.
Urban Property Ownership Records (UPOR)
The State Government had taken up the work of making pucca (proper) records by undertaking survey, mapping and measurement of all properties and verifying the authenticity of the ownership of the properties. The project is done under the Directorate of Survey Settlement and Land Records and on completion of the project of an urban center the directorate will issue certificates to the property owners of the concerned properties. On a pilot basis the directorate has taken up the work of building up of the Urban property Ownership Records of the Urban centers (Towns) of Mysore, Shimoga, Bellary, Mangalore and Hubli-Dharwar. Of these towns the work Mysore is almost completed. The directorate is going to issue the title documents to about 20,000 property owners in the next month. In the next 3 months time the documents for the remaining properties of about 2,76,000 will be issued to the owners. Of course the owners will have to pay a fee for the documents. These documents are also called as the property certificates. The certificates or the property titles will be distributed by the Chief Minister Sri Sadananda Gowda. For the other 4 towns mentioned above the project is expected to complete in about 6 months time. For the City of Bengaluru the directorate will start the project by February, 2012 if things move as scheduled. Thereafter the scheme will be extended to other cities and towns. The title document – property document or the certificate will be an 8 page document. The 8 pages will consist of 5 sections namely the property, ownership, securities, burdens (liabilities) and cadastral (details as boundaries. Sub division lines buildings if any and other details). The property section will have the details like cadastral unit number, property type, property use, plot area and UPOR number. The section on ownership will contain the details of name, mutation register number, deed number, the place and date of registration and if any lease is applicable, the name of the lessee. The securities section will contain the details of mortgage if applicable. Under burden section details of any restrictions imposed on conduction any transactions will be included. Cadastral section will contain a detail parcel map and the map of the property's locality. There will be a digital signature of the owner in the form of a bar code. 30 days time for objections
As per the scheme the directorate will issue a draft title document. A copy of a notice under section 13 of Karnataka Land Revenue Rules will be issued with the draft to the owners. This notice is for the owner to lodge objections, if any on the details contained in the draft document. The time limit for the complaint is 30 days. Draft title of all the properties under the concerned jurisdiction will be displayed on the notice boards of the DC's office, Tasildar's office, local municipal office and the local directorate's office. The owners will be charged an amount ranging from Rs 300 to 1200 for the document. The directorate has put up a proposal to the Government to charge the owners a fee. The owner of a site of 30 x 40 feet will be charged Rs 300/-, 40 x 60 feet the fee is Rs 600/- The maximum fee will be Rs 1,200/-. For the economically weaker section the fee will be a flat rate of Rs 250/-.
Finger prints of the owner will be collected and stored in the land record data base. The finger print will be integrated with the Kaveri software which is the software used for registering the properties of the stamps and registration department. After the project is completed any transactions of the property can be done only by the owner.
The final property card will be issued with photograph of property owner on it. All the documents related to the property within a small chip just like debit card, credit card.
