Dr. Bhubaneswar Behera was one among the well known engineers of Odisha and he was born on 01.01.1916 at a small village Kashibahal of Kalahandi district in Odisha. Mr.Bhubaneswar Behera got his primary education at Bhawanipatna and completed his matriculation study in the year 1935. He completed his under graduate degree in Physics and got B.Sc.(Hons) from Ravenshaw College at Cuttack in the year 1939. He also got B.Sc.(Engineering) of Honors in Civil Engineering in the year 1943 from Bihar College of Engineering at Patna. He received his master degree from the State University of USA. He was very intelligent and got many ranks during his period of study in Schools and Colleges. Dr. Bhubaneswar Behera was an eminent engineer, a good academician and also an efficient administrator. He played various role and rendered good service as an engineer in the industry. He also performed well and contributed more to the field of Education as an Educationalist. He got married with an eminent lady, Uma Devi who was his moral support in all his achievement. He has one daughter and three sons and they were all well educated. One son is Doctor, the other one is IPS officer and the next son in IRTS. Bhubaneswar Behera joined as an apprenticeship in Government of Orissa and worked in the Irrigation Department. Later, he worked as an Assistant Engineer in the Jog Hydro Power Project with special charge of irrigation under the Kalahandi, Darbar in February, 1945. He also developed a project to make artificial water fall which had provided good water supply for irrigation and Hydro power generation. Bhubaneswar Behera also completed his master degree in the State University of USA in the year 1947 through the scholarship provided by the Government of India. The Government of Odisha had appointed him as a state engineer for irrigation department in the year 1947. After, He had shifted to Hirakud Dam project and worked as Assistant and Executive engineer for the Dam project up to 1956. Bhubaneswar Behera became an academician by joining as a professor of Civil Engineering department at the University College of Engineering, Burla in the year 1958 and he had been appointed as a Principal of the same College in the year 1961. Later, He had been appointed as the first Principal of the Regional Engineering College, Rourkela in the year 1962 and rendered his service there up to 1971. He also worked as a Vice-chancellor of Sambalpur University from the year 1971 to 1976. He was sent to many countries like Africa, German as an Advisor of Technical Education by the Government of India. The Government of Odisha had appointed him as a member of Das committee which had recommended to establish the new colleges in Odisha and he was also a member of Odisha state Planning Board.
