Bibudhendra Misra was the Established member of All India Student's Federation (AISF) in the year 1937. In the year 1939, he participated and became a member of Forward Block with Netaji Subash Chandra Bose. While studying in Ravenshaw College, in January 26 1940, he removed the Union Jack and flied the Indian flag; for which he was rusticated from the college and jailed. In the year 1942, he was been jailed due to taking part in Quit India Movement. In the year 1946, he became General Secretary for Azad Hind Fouj (Indian National Army)'s Rehabilitation Committee. In 1954, Bibudhendra Misra was fully involved in 'Seema Andolan' of Odisha against neighbour states. At the same time, from 1954 to 1958 he was the member of Senate, Syndicate and Academic Council of Utkal University. In the year 1958, he became vice-president for Orissa Trade Union Congress and became a Member of Rajya Sabha. In 1964, Bibudhendra was elected to Member of Lok Sabha from Puri constituency and became Deputy Minister of Law at Jawaharlal Nehru's Ministry. Later in the same year, when Sri Lalbahadur Shastri became Prime Minister, Bibudhendra Misra was appointed as Deputy Minister for Industries.

His first content was published in 'Ravenshawvian Magazine' in the year 1939. He wrote many literatures in Odia, Bengal and English languages. In the same year he was been appointed as Orissa-State Correspondent for English Daily 'Hindustan Standard'. In 1946, he became Asst Editor for Odia daily, The Samaja. In seventeenth century, he became the Editor of 'Dinalipi' and also for 'Matrubhumi' for five years.
